Goals for 2026

For Bay Area municipalities (electeds, law enforcement, school boards) to set the standard for the rest of California and beyond by enforcing current laws against e-motos and, in Marin, new minimum age ordinance for Class 2 throttle e-bikes (which also includes the e-motos mislabeled as Class 2 e-bikes — having claimed however erroneously that their vehicles are Class 2 e-bikes, manufacturers and retailers cannot escape the minimum age ordinance by claiming that they are really motorcycles)

To that end, we have published an expanded list of e-motos that exceed the motor size or speed capability limits of California law. This is intended as a guide for consumers in choosing the right products for their children, and for police and schools as an aid in enforcing the law.

We have also published a guide for schools in choosing the appropriate policy for bicycles and e-bikes on their campuses. This includes three options, with ready-to-adopt policies.

We will be presenting at the October 2026 national meeting of Safe Routes to Schools, with the aim of taking our approach nationwide.
